Peak Parking Demand in a Utilization Study: Definition and Reporting
Peak parking demand is the highest observed occupancy within a defined count window, reported separately for each day type and zone. One facility-wide peak number hides the shifts that drive capacity decisions.
A peak is a window, not a snapshot
Occupancy counts are taken at intervals, for example every 15 minutes, every 30 minutes, or once per hour on a route. The reported peak is the highest count within a stated window of those observations, not a single instant. The window choice belongs in the report. Preston Center in Dallas measured a maximum peak occupancy around 70 percent between 12:00 p.m. and 1:00 p.m., Tuesday through Friday, across 1,922 publicly available spaces. That statement names the window, the day types, and the supply. A bare "70 percent peak" without them would not support a capacity decision. Day type moves the peak
Weekday and weekend demand peak at different levels and different times, so a study that blends them reports a peak that describes neither. Downtown Plano's 2016 study of about 3,959 spaces observed a weekday peak demand of approximately 2,027 occupied spaces, about 51 percent of supply, on a Thursday. Its weekend peak came around 8:00 p.m. on Saturday at approximately 1,292 spaces, about 33 percent of supply. Fort Worth's Magnolia Village study shows the same split at district scale: commercial peak occupancy ranged from 79 to 86 percent on weekdays against 40 to 59 percent on weekends, and the district's highest on-street counts peaked at 96 percent on a weekday at noon and 86 percent on a weekend at 7:00 p.m. The ITE manual's separate weekday and weekend peak estimates exist because the two day types do not share one peak. Zone moves the peak too
Within one district, the peak differs by facility type and by block. Grapevine's transit-district study measured an off-street peak of 32 percent at 10:00 a.m. on a weekday next to an on-street peak of 87 percent at noon on a weekday and 92 percent at 8:00 p.m. on a weekend. McKinney's historic town center update found all public parking peaked at 59 percent on a weekday afternoon while the square's own on-street spaces peaked at 97 percent on weekdays, and Plano's occupancy concentrated on the central street and adjacent blocks rather than spreading evenly. A district-wide average can therefore read "comfortable" while one block operates at practical capacity. What a peak number supports, and what it does not
A measured peak supports statements about the observed period: which window and day type came closest to capacity, where headroom existed, and how long occupancy stayed near the top. It does not forecast future demand, and it does not establish that a peak would repeat in another season, after an anchor opens or closes, or under different pricing. The DART transit-oriented development study found 13 of 16 sites never exceeded 80 percent utilization during peak periods; that finding describes those observed sites and periods. When the decision concerns time above practical capacity, report the duration of near-capacity occupancy beside the peak itself. A district that touches 95 percent for 20 minutes differs from one that holds it for three hours, even though both report the same peak. Boundaries
The studies cited here used field counts and plate-matching methods chosen by their authors; they are examples of peak reporting practice, not a requirement for any particular study.
