How to Compare Parking Occupancy Across Zones
Use the same zone boundaries, visible-space count, observation times, and confidence rules for every comparison. Report spillover separately instead of blending unlike areas into one lot-wide average.
Start with the decision, then draw the zones
A zone comparison should answer a named question. A property team may need to know whether one entrance-side row fills before a remote row, whether guest parking pressure moves into resident areas, or whether an overflow area absorbs a recurring peak. Draw boundaries that match that decision and keep them unchanged throughout the measured period.

Define the denominator before counting vehicles
A vehicle count alone cannot show which zone carries more pressure. Record the countable visible supply for each zone first. If the camera shows 28 marked spaces in one zone and hides part of another, use the 28 visible spaces as that zone's stated denominator. Do not silently add spaces that the footage cannot verify.

Use matched observation windows
Compare Zone A at 9:00 AM with Zone B at 9:00 AM when both zones respond to the same operating pattern. If the cameras have different timestamps, outages, or frame intervals, show that difference. A polished chart should not hide a timing mismatch.
Keep weekday, weekend, event, and unusual-condition observations in separate groups unless the decision calls for a combined view. A blended average can flatten the exact period that caused the parking question.
Label count confidence by zone and timestamp
One camera can provide a clear view of the first row and a poor view of the far corner. Grade the evidence at the zone level. When a blocked view creates a range, report the range or mark the frame uncountable. Do not convert uncertainty into a precise single value. Preserve at least one evidence frame for each key period so a reviewer can trace the result back to the source image.
Show spillover instead of averaging it away
Lot-wide occupancy can look moderate while one decision-relevant zone remains full. Report the site total and the zone values together. Note which zone filled first, how long pressure remained, and whether demand moved to another visible area.
Spillover is an observed movement in parking pressure across defined areas. Footage alone may not explain why it occurred. A zone comparison cannot establish driver identity, trip purpose, lease status, origin and destination, or the cause of a parking complaint.
A reviewable zone-comparison output
- Zone map: stable labels and countable-space definitions.
- Observation table: timestamps, vehicle counts, denominators, occupancy, and confidence.
- Evidence frames: annotated images for selected low, peak, and release periods.
- Exception log: blocked views, closures, events, and unmatched periods.
- Decision note: the supported observation, limits, and next collection step.
What not to conclude
This method describes observed parking use within visible zones and selected periods. It does not set a universal practical-capacity threshold, prove annual demand, establish causation, determine code compliance, or replace a required parking, traffic, planning, legal, or engineering analysis. Existing fixed cameras may support occupancy and zone-pressure questions without supporting turnover, dwell, plate reading, identity, enforcement, or security work.
