When footage is useful - and when it is not

Useful conditions include fixed views, known coverage, stable observation windows, usable lighting and resolution, visible stalls or movements, and access to the dates needed. Record the decision, not just the grade

A feasibility grade is useful only when another reviewer can understand why it was assigned. The view record should identify the camera, requested zone, representative frame time, visible-space denominator, obscured areas, lighting condition, and the decision the footage is expected to support.
