Can Fixed Cameras Measure Parking Turnover and Dwell Time?
Fixed footage can support bounded turnover and dwell estimates when the view captures complete space changes or vehicle arrivals and departures. If the footage only supports periodic occupancy snapshots, report occupancy and leave turnover or dwell unclaimed.
Occupancy, turnover, and dwell answer different questions

These measures should not substitute for one another. A space can remain occupied through several vehicle changes. A periodic frame may show 100 percent occupancy at both timestamps and still miss turnover between them.
Choose the evidence rule before reviewing footage
A review plan should define a parking event, the visible spaces or zone, the clock source, the observation interval, and the evidence required to mark an arrival or departure. Official parking studies show why repeated observations matter. Portland's 2014 Central City analysis surveyed routes once per hour and recorded part of each plate to match observed vehicles across rounds. San Diego's San Ysidro study used automatic license plate recognition on named collection days to estimate parking duration. Use one of three result levels

Suppose a space is empty at 9:00, occupied at 9:15, and empty at 10:00. The observed stay began after 9:00 and no later than 9:15. It ended after 9:15 and no later than 10:00. Report that interval or review continuous footage for the exact events. Do not convert the snapshots into a precise 45-minute stay.
Validate the clock, view, and event coding
Check the footage clock against a known reference and record any offset. Review whether glare, darkness, occlusion, dropped frames, camera movement, or compression prevents consistent event coding. Use a second reviewer or a hand-check sample for decision-relevant periods. Preserve evidence frames for selected events and keep an exception log for uncertain arrivals, departures, blocked spaces, and outages. If reviewers cannot reproduce a result from the saved evidence, lower the confidence label or remove the result.
Keep day types and operating conditions separate
Weekday, weekend, event, closure, loading, and reserved-space conditions can produce different stay patterns. Report each observed condition separately unless the decision calls for a combined measure and the weighting method is visible. A short study describes its measured windows. It does not establish an annual pattern.
The Portland report collected weekday routes and separate Friday evening observations. The San Ysidro report identifies specific weekday and weekend collection days. Privacy and claim boundaries
Northline's fixed-camera scope does not include plate reading, face recognition, driver identification, live monitoring, or security surveillance. A parking-event record can use anonymous event IDs tied to visible spaces and timestamps. Remove source footage and derived evidence according to the approved retention plan.
Turnover and dwell observations do not establish who parked, why a trip occurred, whether a person violated a rule, or what policy should follow. They do not determine code compliance, enforcement, lease rights, legal responsibility, engineering sufficiency, or traffic impacts. A qualified professional should design collection for decisions that require those conclusions.
What a reviewable output contains
- Study definition: decision, zones, dates, windows, and event rule.
- Evidence log: anonymous event ID, visible space or zone, arrival and departure evidence, and confidence.
- Result table: occupancy, confirmed turnover, interval-bounded dwell, and excluded periods kept separate.
- Validation record: clock check, reviewer sample, camera limitations, and exception handling.
- Decision note: supported observation, limits, and the next collection step.
